A tunnel on the A3 in Surrey is closed northbound due to a "technology issue", causing about two miles of tailbacks.
On Thursday morning, the Hindhead Tunnel was closed in both directions but has since re-opened southbound.
National Highways said: "Our contractors are working to resolve the issue as quickly as possible."
The closure has caused traffic queues of about two miles northbound heading into Grayshott.
